William John Allard, 75, former Attorney, CIA; General Counsel, DIA, and DIAA member, died 6 April 2020 in Great Falls, VA.
Bill's early life growing up in Syracuse surrounded by friends called "The Hell Raisers" of Tipperary Hill. This upbringing made him a proud Irishman and Brooklyn Dodgers fan for life. He attended Christian Brothers Academy and graduated from Syracuse University. He served in the Army and following his service moved to Washington and began a career in CIA, followed a tour as DIA General Counsel. After retiring, he worked as a government contractor until his death. Colleagues enjoyed Bill's surface gruffness, knowing deep down was a great friend with wit and a smile.
He was an intensely curious life-long learner. Topics of interest included history, music, stocks, investing, and deepening understanding of his Catholic faith. When not reading he could be found gardening, enjoying and preserving nature. He was a longtime AFIO member. He is survived by Noreen, his wife of 45 years, and three daughters. A memorial service to be held at a later date when it is safe for family and friends to gather.
